Quota Control for Sites and Organizations

Description

It should be possible to set a quota for a site or organization
Portlets like document library, image gallery... etc would only allow you to add files as you don't exceed your quota.
This could be configured in a control panel module, and could be defined by user, role, site, organization or instance
It would be nice to have a graphical representation of the consumed quota for both the admin and the user

This is a development idea proposed by the Liferay Spain User Group (#LSUG) - despite it already existed in JIRA - to be implemented and contributed in case the #LSUG members vote it

Quota control portlet had been released in Marketplace! https://www.liferay.com/marketplace/-/mp/application/64917410 .

6.2 GA5+ version is in review in Marketplace now, should be released soon.

Hi community:
the spanish user group (#LSUG) did a codeathon to implement this feature and there's already a (pre) alpha version in github.
You can see it in this link: https://github.com/LSUG-Projects/quota-control-portlet
It is open source (LGPL), so feel free to contribute by sending pull requests to improve (finish) the portlet.
