Widget pages provide page authors with the ability to configure permissions for the widgets added to the page. This is very commonly used to be able to control who can view the widget, so that some visitors may see it while for others it's fully hidden. It's also possible to configure other permissions such as allowing certain logged in visitors to configure the widget, but it's less common. Fragment-based pages also support adding widgets, but up until now it's not possible to configure their permissions.
The goal of this epic is to add this same possibility to widgets added to a fragment-based Page.
