FR: Ability to create "Global Navigation" menus that can be selected by all sites

Description

Right now it's not possible to create navigation menus in the global site. Having this ability would allow portal admins to set common navigation menus that would show up in each and every site as read only. Right now to create common footer navigation across all sites, it's not really possible and if it is possible it doesn't seem intuitive enough for normal people to set up.

This would allow better dissemination of footer or header links across all sites of a portal, without needing to dig into a theme template file. It's possible to achieve right now but usually only by developers with deep Liferay knowledge. New developers and portal admins without developer resources cannot achieve global navigation.

Yes, having the global site worked on rather than forgetten about is very welcome.

It does feel like "portal" use cases are being ignored or discarded that Liferay is becoming some sort of heavy weight single site publication.

We're on track to have 1,000 sites in one instance of Liferay so getting back to being able to share common assets across the portal makes Liferay more useful to us. We're not for example selling products and even audience targeting feels more geared towards selling products as opposed to connecting teams of people.

So I think Liferay are getting too caught up with modern site pages and forgetting about intranet and extranet use cases.

Hi, you mean this one? https://issues.liferay.com/browse/LPS-106859 if it was closed, it was done by mistake. As Jorge mentioned, it is part of our discussions.

Yes it feels like the global site has been forgotten. I have it in mind to check if we still have all site access to a global scope folder in documents and media.

Also I did submit a request to have pages in global site and it was denied / closed as not needed.
