As part of the fix for this issue, OAuth 2 will be converted from a bundled standalone app to a bundled core/required app. This will affect 7.1 FP17+ (SP4+) and 7.2 FP5+ (SP2+).

A breaking change inside com.liferay.portal.vulcan.util package creates and incompatibility with some commerce bundles, preventing them to start on 7.1.
As part of the fix for this issue, OAuth 2 has been converted from a bundled standalone app to a bundled core/required app. This affects 7.1 FP17+ (SP4+) and 7.2 FP5+ (SP2+).
